and establish within our city contracts that the companies that do service for us do not own the data that they generate from us, that they will have a contractual obligation to share that with the city so that we can mine that to the rest of the city, that's advance of opportunities for everybody. i know at the heart of sharing this data, there is going to be a lot more jobs created, a lot more people out therein venting new ways to establish small businesses that will improve the way we live and work and play in the city. and we look forward to great events like a super bowl host or something like that, we're going to be able to give people a really rich amount of programs that they could access from here to santa clara to san jose. we can act regionally with our data and we can join and continue to be in the great city of san francisco. so, i want to thank all of the people, all of the different starting up companies here and those that are inventing with us, thank them for celebrating innovation month in such a exemplary way. and i think we're going to have a lot more to announce

day for many of us here at the county transportation authority for a couple of our commissioners it will be the last county transportation authority meeting, commissioners elsbernd and commissioner olague. and as chair of the authority i want to take this opportunity to thank them for their service. for their contributions, their many, many ways in which each one of them has contributed in terms of not only the individual projects that have taken place in their district, but city-wide, and i know that we will miss them and the authority will not be the same without their presence. so i just want to take the opportunity to thank them for their service. and we hope that they continued to be involved. i also note that as many of you have heard, or read in the press, we have been informed by current executive director that he will be retiring, effective at the end of this year. and one of the items that we have on the agenda today is a discussion about the transition in light of that retirement. and we look forward to hearing from members of this commission as to their thoughts in te
muni, depending on whose glasses you're using. proposition a, you know, we just want to make sure that you, the board members, particularly the new board members when they do come in, really step up to the plate, and have the agency conduct business for the residents of this city like they're supposed to be. no one's paying attention to prop a, transit first. no one. so when we take that into context, this system should be really -- yeah. mr. elsbernd brung up prop g but did it affect anything? i don't know. we have to look at those numbers today because in two weeks they're talking about cutting service to your constituents in the outer neighborhoods. yet take care of the visitors that's coming to shop in union square but what about the individuals in the outer neighborhoods. service is going to be affected deeply with these cuts. so we just ask for you and we are trying to work with the agency as a partnership, what we're asking for the support of the board as well. let's really identify the serious problems of the agency, and the bureaucratic -- the misspending of all the funds
and to us that you wouldn't have put it on here for option 4 if you didn't think it was at least, you know, well within the realm of possibility. and, so, two questions. would it help us, would it help you in your political and other efforts if we were to change the whereas clause that sort of suggests all of the approvals and funding have to be obtained by february 1st to essentially say they all had to be lined up or, you know, presumed to be feasible by february 1st, number one? and number two, would it help you if, as one of our valued constituents said, that we really change the resolution to say we're directing you to make option 4 happen to the extent you can? or do you really read it that way right now? >> to the latter, that's what i read and i read it as a direction from the board to make 4 happen. >> good. >> in terms of modifying the whereas to speak to the spirit of having everything lined up such that we know that, say, option 4 is certain as opposed to every last approval in place, i'm fine with that. >> well, i think -- and i'm glad you said that and i'm sorry to beat a dea
with some cones and test it out for a minute to see what the real impact is, it will probably give us a better picture of what this feels and looks like. i've been delivering in that area for -- since -- at least 15, 18 years. and i drive through that street all the time, day in and day out. and i really feel like a real true study is very important to that area. i'm all for the safety of the bikers and i'm all for bikes. i ride bikes myself. i just don't feel this is the right way to do it without getting the right study done. thank you. >> i apologize, i have a little bit of a cold. i live in the neighborhood. i can echo a lot of the other constituents that our concern with young kids and a family is yes, you ride bikes and it's an integral part. but when you look at san francisco and how the city interacts and the infrastructure these are key areas for both a residential, commercial, and also distribution of thoroughfares through the city so major changes in how it's structured could have a dramatic and material impact on how people get to work and how the city flows. so i think it
appeals -- ceqa appeals come before us, and you sometimes arguments about the merits of the project get mixed in, and that may be because that's the only way for the item to come to us. and whether -- agree or disagree with it but in 1999 the voters gave the policy authority over these kinds of issues to the mta board of directors and took that authority away from the board of supervisors. so i'm hearing, both in the written submissions and also in what you're saying today, rernss references to what's good or bad engineering, what's a better route or a worse route, references to disability access, to fire safety. those are all very legitimate and important policy considerations to weigh and coming up with any plan. but how should we think about this distinction between what is the right policy decision, which is not within our power, versus whether this project was categorically exempt or not from ceqa. because i think it's really important for us, regardless of what anyone's personal opinions are, to keep that distinction. >> yeah. well, let me cut to the chase with that and say that t
use a tunnel boring machine at the end of the project, that tunnel boring machine comes out and it i guess goes onto another project somewhere to dig again? >> yes. typically these machines have a useful life. the particular machine that's being used to construct the central subway are brand-new machines. so, they have a significant -- quite a bit of useful life left in them. >> all right, thank you. >> other members of the board? mr. reiskin? >> yes, i guess i want to add a bit more context and explanation and perhaps offer that, since we've been working very closely with supervisor chiu, justin true from his office may want to add a few words prior to public comment. but the supervisor is presenting over at a board meeting at the moment. first, i want to clarify that -- and i think this was a little bit perhaps misconstrued in some of the media reports. what we're not talking about is recommending an extension to north beach or not, or voting on a station to north beach for north beach or not. the current approved project that has, that has been fully designed, that has been funded
. echoing much of what you said, but i think that most of us in this room cannot think of the authority without thinking of jose, and this is a moe men thank yous occasion and it has not been one of holding steady on a well established institution, it is one to unwavering dedication to professionalism and plain old blood sweat and tears. he has steadfastly helped to grow this organization and create and implement a vision for san francisco. which we are realizing today. and as of one of you just said, it is truly a testament that he has such an amazing group of people that are so talented and dedicated to a t to the authority's mission and trying to do the right thing in the city and we truly appreciate the support of this board and prior boards of making this happen. this is really like a celebration of the authority and i would like to take one quick minute to highlights the things that have happened in the past 12 months and completely amazing. >> when weiss came back to the organization as executive director in 2001, within two weeks he had inserted himself into the 2001 regional tr
intersection level of service, as much as i would like us to get away from using that metric, i do understand that metric and this project has thoroughly looked at that. therefore, there is no impact on transit, the 16x. the impacts on pedestrians is only positive. so there's no significant environmental impact there. and the impacts on bicycles is only positive. so there's no significant impact there. some of the other issues raised were noise. that struck me as kind of interesting. in my own understanding of transportation noise, the faster you go, the noisier it gets. so by calming and slowing traffic, you have less noise. the safety issue, slower traffic is safer. so the air quality issue struck me. this is a conundrum in regional planning. the general direction, and particularly with ceqa, is to look at the regional air quality and the regional greenhouse gas emissions. the way you do that is to reduce the vehicle miles traveled. this is the kind of project that gets you to your 20% most -- >> good evening, supervisors. my name is morgan fits gibbons here on behalf of the wig party. we w
